He is concerned that he will be seen as "weak," although a cat-like reference is used instead. As avenues are presented, he rejects them. He wants them to figure out a way to get back at Russia, whom he believes is behind the whole thing, not Iran. He counters every effort with a childish tirade and then demands more from them. Eventually Kate has had enough and puts it back in his lap. Very well done. The reason for dropping this a couple points is the continuing focus on the marriage, which is a caesura of boredom in the middle of really interesting politics.
