In the first scene, Officer Bentley's uniform does not have any citation bars above his badge; in the scene after his cap his stolen, 3 citation bars are suddenly present above his badge.
When Deputy Inspector Haywood's picture is shown in the 74th Precinct, the citation bars above her badge are completely different than those shown in previous and subsequent scenes.

The rationale behind the rule, to avoid conflicts of interest, perceived or otherwise. That being said, as a matter of good Community Policing Policy, a member of the general public is less like to take an adversarial stance in an interaction with a police officer, if it is a person they know very well.
