If that description doesn't make much sense, I apologize, but that's what I saw, and I agree it doesn't make much sense. It may be some combination raffle-and-challenge to win a prize, which I would guess from the title of this film to be a stove. Perhaps this was a method of selling a few more stoves: people couldn't afford one, but they could afford what was basically a raffle ticket.
I'm sure ths sort of activity has shown up many times in history, but we don't have many records ofit. That's one of the virtues of these early actualities: recording things that have vanished. Even if most of what they tell us is "Can you figure out what's going on?"
