IMDB doesn't list a director for "Dernières Cartouches", though it's credited to Georges Méliès on YouTube. Frankly, I don't think there's any way to know, as the film is incomplete, quite fuzzy and bears nothing on it that says it was made by anyone in particular.
The clip is only about a minute long and shows French soldiers barricaded in a house and they are being attacked. Some explosions occur and the film ends. Really....there's no more than this.
Because the clips is so short and difficult to even comprehend, I am going to recommend you skip this one. No use trying to watch something this fuzzy and incomplete. Originally it might have been a wonderful film...but in this condition it's hardly worth your time.
