Outside Congress, a journalist says, "...here the General Prieto of the Guardia Civil," but he is wearing an army uniform (Guardia Civil is a Police corp with a military status).
In 1981, the helmets of the Military Police in Spain were similar to the American helmet style M-1, not German WW 2 style.
