- Laurie creates a new "council" for the crew to hand out punishments, Jules spends the weekend on Bobby's boat to win a bet, and Grayson tries to stop Travis from proposing.

JULES: Ooh, that's the first time I've ever heard Travis say "I love you, too" without it being followed by "Now stop watching me sleep, Mom."
Yup, Travis (Dan Byrd) was heartbroken about Kirsten taking the job in Chicago, Jules (Courteney Cox) was eavesdropping, and Grayson (Josh Hopkins) warned her the karma gods were gonna get her back. ("Hopefully, the karma gods are having lunch with Santa at a restaurant called 'We Don't Exist'.") And that's when the karma gods strike...with Jules falling down the stairs and spraining her knee. On the good side, Jules can use her cane to pimp-whack her friends when they make fun of her hoping Travis doesn't propose to Kirsten to keep her here with her grandmother's engagement ring. Jules tells Grayson to talk to Travis and let him know he can trust him. And get some ice for her knee. (WHIPPED!) Ellie (Christa Miller) missed Laurie (Busy Philipps aka Jellybean), as her idea for Travis to put a baby in Kirsten would be the Jellybean way to go. (and Jellybean agrees) Bobby (Brian Van Holt) ended up being late, as he was bathing in the ocean (no shower on the Jealous Much?) and Laurie was upset about the coffees Ellie and 'Lady J Love Explosion' bought. She had a new idea: the punishment must fit the crime. The crew would form a council and dole out punishment whenever one of the gang took unfair advantage of another member of the gang. Jules loved it...and was the first under the paddle. Her retribution to Laurie for the extra coffee? Jules must give sips of her drinks to Laurie for 24 hours. Meanwhile, Ellie thinks Bobby should upgrade, but Andy (Ian Gomez) defends Bobby on this one, saying he sometimes misses his first apartment. Only Jules thinks women can go back to meager living, and the gang bets she can't live on Bobby's boat for a weekend. Ellie gets on her high horse about it, and the council decides she will be above everybody...by having to sit on a roof. Jules gets one towel, no toilet and a Bobby budget of $20, which only gets her two bottles of wine. (The woman is DESPERATE!) But she didn't suffer alone; everybody had to have coffee where Jules was, and Dog Travis was taking a shine to Ellie. (Couldn't blame Christa for breaking character on that; it was too funny.)
Grayson tries to bond with Travis, but Trav sees right through it. However, Grayson knew Travis was going to propose and had to call Jules under fear of losing body parts. But Travis has his own defense: his roommate, Kevin (Lamarcus Tinker). Or as he was called on his high school football team, Pancake. Yes, a demonstration was given, and Grayson lost more than a few body parts. But Travis relented since he assumed he had no chance of Grayson having his back and keeping his mouth shut. Turns out, Travis is quite the manipulator. Unfortunately, Kirsten confided in Grayson she loved Travis but figured he was ready to live his life in college, and she wanted to live her life in Chicago. Grayson tries to keep the ring and take the punishment from Travis himself, but one Kevin pancake later, Grayson fesses up Kirsten will turn Travis down.
Bobby gets council punishment for performing sumo wrestling in Jules' house with Andy (and ruining her best towels; don't make me explain how). But they withhold his punishment without telling him. The no-punishment punishment is so Bobby thinks about the consequences of his actions. (Laurie thought that one up.) Andy gets one hour in a hot car for leaving Ellie in it to read magazines, and Bobby is going nuts wondering what his punishment is. Jules' punishment is greasy hair and dry skin ("Why won't they balance each other out?"), but she is banned from getting anything from her house. Worse, she doesn't have any food, and the "shark" that comes by Bobby's boat looking for food shows up. Actually, it's a homeless guy with a surfboard in his shopping cart. But Jules is gonna need a bigger boat, as the shark attacks and takes her last half-bottle of wine. The crew start breaking down because people are calling council for the most picayune things and call council on Laurie for inventing council. Her punishment? She has to drink her wine from a shotglass and can't refill until everyone else does.
Jules takes Ellie's advice to tough it out and goes the full redneck on the boat, even getting a shower from the wet Dog Travis. Grayson and Travis have that heart-to-heart talk Jules wanted. Travis wants to ask her, even knowing she would likely say no. If not, he'd always wonder if he let her get away. Grayson agreed. Travis proposes, and Kirsten runs away. And Travis sees Jules on the beach witnessing all of it.
