The victim is a CPO (Chief Petty Officer) that enlisted after 9/11. It would take at least 15 years to reach this rank, even on the fast track. As a degree'd engineer in sub technology, he would have been commissioned and probably be a full commander (O-5) at this point.
While talking to the Abby, the Phantom mentions that she's in her late 20s. By the time that NCIS (the original one) started Abby was already about 34 (all characters are approximately the same age as the actors who play, them making her DoB 1969 and flashbacks show Abby as being about 10 in 1980) This episode was released during the 7th season of NCIS. That means that Abby has to be at the very least pushing 40 during this episode.
