The conversation with the Russian ambassador doesn't make any sense. She acts stand-offish, as if the detonation might have been an attack on them. However, while Romania is geographically close to Russia, it is a NATO member state with the alliance, including the UK and US, obligated to protect it when attacked. A nuclear detonation in Romania would not be perceived as an attack on Russia.
