During the meeting at the FBI headquarters, it's mentioned that Air Force Two had gone down and that the VP was on-board. Any aircraft carrying the VP has the call sign Air Force Two, and the only time an aircraft carries the call sign is when the VP is on-board. So stating he was on-board is redundant, and FBI agents would almost certainly know what it meant to say Air Force Two had crashed and wouldn't need to expand on it.
