The driver and the assistant driver that are carrying the missile are shown with camouflage covers on their kevlar helmets that match the pattern of their digital camouflage uniforms. When being questioned by NCIS later their kevlar covers are desert pattern.
Ellie says prednisone is used to aid in dog fighting then their suspect says it's for him for the same reason. While it is a steroid, it is not used for that purpose nor would it even work to serve that purpose. It is a corticosteroid, not an anabolicsteroid, and it can actually cause a reduction in muscle mass.
A character says the suspect, a Virginia resident, had a 9mm handgun registered to them. Virginia has no handgun registration law. Even though Virginia doesn't require gun registration, when you buy a gun, it is automatically entered into the DOJ system. So even if you don't register your gun, it is still in the system.
NCIS is a federal investigative service, even if they wanted to investigate dog fighting, they would have no legal jurisdiction to do so, since it is a state-level offense.
Correction: This fact is explained by the IG, so is not a mistake.
Dog fighting is animal cruelty, which is a federal crime, so it is within their jurisdiction.
And, as Bishop explained, they weren't trying to charge anyone with dog fighting, they were going to charge the suspect with purchasing illegal steroids online, which is a federal offence.
