Persecution of the Gypsies predated persecution of the Jews by the Nazis. Fomenting hate galvanizes people when they have an identifiable target for loathsome actions. Scapegoating provides both a target for anger, and a visible means of directing hyperbolic fury, thereby releasing mob violence against the victims.—tedlapis
