- In DC, Kevin asks Matty that if they're going to have the nightcap at her place or his. Matty gets a text and excuses herself, then calls Russ and tells him that the situation that they've been monitoring in Sprska has shifted. She hasn't been able to reach her contact Lazar, and Russ says that he'll get the jet ready and call the embassy, while Matty calls in the team for the mission.
Mac goes to Riley's place, and asks her if her hiding her emotions made them go away. Before Riley can respond, Matty calls and Riley asks if they can talk about it later. Mac agrees.
Everyone arrive at Phoenix, and Wilt asks Mac if he talked to Desi about the ring. Mac says that he hasn't, but everything is fine. They go into the war room, and Matty briefs them about Teodora "Teo" Dmitrovic, a leader of a civilian uprising in Sprska. The people are protesting the authoritarian ruler of their country, and demanding his resignation. Teodora is on the line, and says that their leaders have disappeared. Her father Lazar is one of them, and Matty explains that Lazar hid her in his house during a previous, mission, so she owes him.
Teo admits that they have no idea how their leaders were identified, and if their leaders continue disappearing then their movement for democracy will fall apart. Russ tells Teodora that she has their support, and sends Mac and Riley to find the missing leaders and get the movement back on track. Matty has other business for Desi and Wilt, and Russ has a funding briefing the next day.
Russ tells Desi that he has a pick-up mission for her and it requires her skills. He shows her a laptop with an image of the package. Desi recognizes it and leaves, while Matty and Russ tell Bozer that he'll run the day-to-day operations at Phoenix while they're both tied up.
Mac and Riley fly to Sprska, and Riley hacks the GPS system on the country's police vehicles. As she works, Mac wants to talk about his feelings for Riley. Riley says that her feelings went away and they're all good, and Mac claims that he just wanted to know. Interrupting, Riley confirms that all of the police vehicles went to an old city building when each leader disappeared.
At Phoenix, Russ discovers that Matty assigned him a shadow, Parker. Parker explains that she's more than an intern, and lays out Russ' schedule. She leaves going by Wilt, and they greet each other. Russ figures that Parker's presence isn't worth discussing, and explains that the meeting he's going to concerns a the first joint military research division between the UK's Minister of Defense, and the DOD, and Russ is to convince them to use Phoenix as an independent research division.
Priya Chanani arrives and isn't impressed with Russ. Wilt takes her coat, then goes the war room to monitor Mac and Riley as they enter the building. Two guards attack them and the agent manage to knock them out. They hide the unconscious bodies in a nearby room, and discover that it contains advanced tech and a map of the city. One display confirms that Lazar is dead, and Teo is on the next hit list.
Wilt reports that police are on the way, and Mac realizes that there are no other doors or windows out of the room. The police work on breaching the door, and Riley splices into the fee. Wilt finds a garbage chute on the floor plans, and Mac rigs an explosive to blow open the wall in front of the chute. Mac and Riley go down it just as the police break in.
Russ arrives as Wilt and Matty discuss the fact that all the leaders have been individually tagged. Making a call, Russ tells Wilt that he knows who built the technology. Meanwhile, Wilt calls Desi, who says that she has the package but had to make a detour. She's at a convent in the Andes Mountains, and is posing as a nun. Armed guards are patrolling the convent, and come after Desi. She fights them with the aid of a censor, and Wilt reports that the only way out is via a hose trail because the military have blocked the roads
Russ joins Priya and puts her on an elevator, then says that he has to deal with something in the lab. Parker finds him, and Russ tells her to find some Maldives water and something else, if she's as good as Matty says.
Mac and Desi meet with Teo at her base, and Mac rigs a radio detector from a microphone and checks to see if Teo is bugged. He finds a chip, but Teo has no idea what it is. Mac explains that her father and the other leaders are dead, and they have to get her out of the country. Teo refuses since the movement is at a critical point. Mac agrees with her, and Riley says that they're going with her to make sure she isn't killed.
Wilt and Russ give Matty in DC an update. Parker comes in and says that "he" is there, and Russ goes to meet the man, who is being brought in as a prisoner and takes Wilt with him. The man is Dr. Simon Mercer, and Russ explains to Wilt explains that Mercer was a consultant for MI6 and tagged agents so foreign spies could find them. Russ went undercover as Mercer's patient to bring him down.
Parker reports everything is online, and Russ goes into the interrogation room. Mercer admits that he has been keeping tabs on Russ, and figures that his work hasn't been forgotten because that's why he's there.
Mac and Riley take to the street, and walk past the protesters. He says that he was the BLM protests in Atlanta, and he settled on fighting racism. He assures Riley that he sees her, as the police arrive to fire tear gas into the crowd. Mac puts a traffic cone on it, and has Riley pour water onto it to defuse. the police fire more tear gas, and Mac realizes that the police are firing the cylinders for maximum potential.
Wilt tells Mac that a lot of the trackers have come online, and Mac realizes that there are nanoscopic tracking devices in the tear gas. Everyone in the crowd has been tagged... including Mac and Riley.
Russ returns to the war room, and Wilt tells him what has happened. Russ figures that if they don't do something about the trackers, all of the protesters' lives are in danger. He tells Mac over the comms to get all of the protesters to safety, and then goes to deal with Priya.
The police grab Teo, and Riley and Mac run over, help her escape, and tell her that they have to get out of the city. Meanwhile, Wilt detects that they've been made and warns Mac and Riley.
Russ goes back to Mercer, who claims that they're developing the doctor's and tells him about how his tech has been made microscopic. He suggests that the trackers have a limited range, but they could piggyback on a cell tower. Mercer figures out that Russ is trying to negate the tech, rather than develop, and warns him that he won't give the next answer so easily.
Wilt tells Mac about the cell towers, and says that he has to get everyone out of the city and towers' range. He then checks in with Desi, who says that she has the package but exfil as men chase her on a truck, with guns. Priya goes by, alone, and tells Mac that Russ has abandoned her. Desperate, Wilt goes after her as she storms out.
Mac and Riley lead the protesters out of the city through the forest. Wilt returns to the war room and says that the tracking dots he's been monitoring have been reduced. Mac figures that they have to on the offensive, and Riley works out that the hub core is near the tower. They need to get the shutdown command from Mercer, and Wilt tells Russ. Russ and Parker say that they'll get it.
Russ goes back in with Mercer, and offers an answer of his own for each one Mercer gives him.
The agents and the protesters stop for a rest. Riley asks what Mac wants from her when he proposed to Desi, just as they hear a drone nearby. Mac gives Teo the cylinder and his walkie-talkie, and Wilt detects them back on the monitoring system. The drones are following them.
Wilt tells Russ that they're running out of time, and he tells Mercer to ask him what he's been dying to ask him. Mercer asks Russ if he ever found his father, and Russ says that he did but his father didn't want to talk to him. Mercer then tells him to run a low-voltage current through the nanos and that will shut them down. Russ realizes that it will kill his teammates if he does and walks out.
Russ tells Mac and Riley what Mercer did, and Mac realizes that the nanos are thermodynamic and they would suffer heatstroke if the nanos were charged. He spots a nearby stream and tells Riley that they have to take their clothes off. Meanwhile, Desi calls in from the enemy helicopter that is in the air with pilot dead of a gunshot. She is fighting with one of the men after her, and the exfil team arrive, makes an air-to-air-contact, gives Desi a parachute, and she bails out.
Priya comes in and tells Wilt that Phoenix will not get the contract. She is ready to go to the airport, and Wilt offers her a Phoenix chopper to avoid rush hour traffic. Priya agrees and Russ has her sit down and turns on the charm.
After they get in the water, Mac explains that now they've lowered their inside temperature, they have to raise their external temperature faster than the internal. He wraps both of them in a thermal blanket, and Russ says that he didn't know why he went to her place. Mac says that he didn't know that she had feelings on for her, and realized that Riley had put up a door rather than a winner.
As Riley wonders if Mac wants to go through the door, a drone and several soldiers come looking for them. Wilt confirms that the agents are off the surveillance system, and he gives them the location of the central hub in a church steeple near the cell tower. Mac warns that they don't have much time until their temperatures equalize, and they had back to town.
Russ continues questioning Mercer, and Mercer insists that he didn't kill anyone but just provided information. He says that empathy is a weakness to be exploited, and Russ' refusal to accept that has limited him from greatness. Mercer says that he gave Russ all of the info he wanted so he could control him and cut him off, and says that he's not giving Russ the shutdown sequence.
As Mac and Riley enter the church, Wilt warns them that they're back online. A guard spots them and opens fire, while Mercer tells Russ that he'll have to live with the fact that his agents will die... and it will be Russ' fault.
More police arrive and open fire, pinning Mac and Riley down. As Priya watches, Wilt calls the protesters to the church and one of the protesters throws a canister of tear gas at the police cutting them off. The police start appearing on the system, and Mac and Riley run up the tower to the central hub
Mercer asks Russ if it will crush him if he loses his agents. The doctor figures that Russ learned to lie and manipulate others, and asks if the "family" he now has is one he groomed to be allies.
Mac and Riley reach the top of the tower, and one of the policemen arrives and attack Mac.
Mercer tells Russ that he's just protecting himself, because he knows that his life is meaningless. Russ insists that he cares about his agents, and they care about him. Mercer tells Russ that his pursuit will end in disaster, and Parker secretly tells Russ that she got it. Russ then tells Mercer that they captured his research, and he let the key word to the cypher slips when he was taunting Russ. Russ tells Mercer that he'll never get to the Maldives, walks out and locks the door behind him. Mercer realizes that the water Russ gave him is Maldives water.
Mac knocks out the policemen, and Russ sends Riley the shutdown code. She enters the code, shutting down all of the trackers, and Mac and Riley briefly hug in relief before Riley draws away.
Later, the agents meet with Teo and tells her that they've shut down the monitors. Mac tells Teo that her father would be proud of him.
Parker asks Russ how Mercer's tech got out into the world after Russ arrested Mercer. He says that they'll find out, and thanks Parker her for her assistance. Parker tells him that he needs a family, not an assistant and leaves.
The Phoenix helicopter arrives for Priya. She says that being with Wilt was a much more enlightening experience, just as Wilt figured, and tells him that she'll be in touch. As she leaves, Wilt dances brief in triumph.
As Mac and Riley fly back, they watch a newscast about how Sprska's president will resign. Mac takes a blood sample from Riley to preserve the remaining nanos, and Riley says that she made her feelings disappears so they wouldn't ruin their working relationship... and she didn't want to risk their friendship. Mac agrees and says that he'll keep the door close, and Mac says that Desi also keeps secrets from him but she called him to say her mission was a success.
Mac examines Riley's blood and tells her that there are serial numbers on the nanos, and they both wonder why it's on the tech.
