Officer Ray Flores felt utterly guilty over his partner being shot while the two accosted a robbery suspect and told Jamie that he wanted to kill the suspect. When the suspect ends up shot in the head, Flores is investigated by IAB and refuses to defend himself, but Jamie senses that Ray only feels he morally deserves jail, but isn't guilty. Frank is conflicted when Detective Allison Mulaney, whom he just decorated, publicly demands to continue actively working cases despite being confined to a wheelchair after being injured on the job, refusing a desk promotion. Erin faces a dilemma when Richard Farmer, about to be convicted for vehicular homicide in a drunk driving incident, protects schoolchildren in a heroic act while out on bail. She consults the victim's mother to make a case that the convicted man should get a lighter sentence, which he feels unduly mild.
