While Irving is going through the Compliance Handbook you can see that they just put pages into a Bible and used a custom cover to give the appearance of a large volume without actually creating a Compliance Handbook.
It makes no sense that the two switches to activate the overtime protocol should be spaced so closely together that a single man can reach both in a pinch, and anybody could indeed easily activate both by using a simple hook tool to extend their reach. If it is deemed necessary and important to enforce a two-person fail safe system, then they would use key switches or card switches and locate them in a way that cannot be bypassed that easily.
