Taken out of context, this dialogue appears to be very malicious and horrible, but when you become familiar with the gang and their typical behavior, you know nothing good can become of this.
What's even more better (Idiocracy reference there, for the very few who would get it), is that they honestly think they're doing something good for people, despite being their typical, horrible, selfish, narcissistic selves. This show is so brilliant.
