They are in a hurry, and they took a lot more pictures than they actually need. Manual enlarging takes a lot of time, which makes that step the bottleneck. In reality, they would try to avoid enlarging as many negatives as possible by selecting the best pictures beforehand and only blow up those few. For that, you would first make a quick contact print of all the negatives, and go over that with a loupe, not select a few prints after enlarging all the negatives.
