It looks like a crowd of babies with occasional women to manage them, milling around on the beach in this Lumiere short.
Wealthy babies, of course. Them as now, Biarritz was a byword for a playground for the wealthy. Unhappily for the modern viewer of these antique movie, the movie makers in this case placed their camera far off in an attempt to get not only the children, but the distant land sheltering this bit of beach. This results in a view that shows everything vaguely, and the children toddling about move randomly. There are none of the definite lines of movement that serve to make the Lumiere's earlier movies interesting.
