After a long absence, the school stables reappear as a story feature. Two main punishments have been well-established from the start: (1) expulsion and (2) shoveling out the stables. Since no student has yet to be seen riding a horse, it would seem that horses are only kept to provide manure for punitive measures. Their upkeep would be rather costly, and since Elsa looks to impress the school board through cost cutting, the stables would seem to be the place to start, yet no such consideration is made.
