Medical personnel working around severely burned victims should be wearing masks. It isn't so much to protect the victim as to protect the health care workers, who might get a respiratory infection from the patient. However, medical TV shows frequently have actors forego wearing masks.
When confronting Miles in the park, everyone is wearing a Kevlar vest except for Fin. It is standard procedure for detectives to wear a vest when confronting an armed and dangerous suspect.
