One 911 call from a motorist reports a bloody woman screaming in the rear of an SUV, and another 911 call reports an abandoned SUV; Gibbs and company investigate because the SUV belongs to a Navy lieutenant, who failed to report for work the same morning. Ducky compiles a psychological profile of the kidnapped officer. A man with a record of auto theft voluntarily admits having stolen the car but denies knowledge of the victim in the rear of her car. Tony and Abby learn that a third person was present at the car. The gang find the victim, the bad guys, and their story. Tony declines an opportunity.—DocRushing
- Director Jenny Shepherd offers Tony a promotion: his own team, based in Spain. He initially hesitates to take it because of the ongoing undercover investigation regarding La Grenouille. Jenny is worried that Tony's getting too involved with the mission. Tony admits he's worried about whether Gibbs is really in top form; yesterday he called Ziva by Kates name. Jenny gives him 72 hours to make a decision.
The team is called to the site of a located stolen vehicle belonging to Navy Lt. Anne Sullivan. Sullivan is missing and the vehicle has a great deal of blood inside. Witnesses reported seeing a man driving the vehicle with a bloody woman looking through the back window.
Tony struggles with the fact that he's no longer team leader, and Ziva questions Tony about his mystery girlfriend as they go to search Sullivan's apartment. Tony is trying to tell Ziva that the girlfriend situation is complicated as they arrive to find the door open and the place ransacked. They find what appear to be pages of profiles and a binder labeled "Potential Targets/2006."
Back at headquarters, a sketch of the driver matches a mug shot of Justin Ferris, who was arrested five years ago for car theft. He voluntarily turns himself in and admits that he stole Sullivan's vehicle, but had no idea "that chick" was in the back of it: he didn't kidnap her. He says that she screamed about being singled out but he ditched the car with her in it and dialed 911. He thought he saw someone tailing him in a Honda Accord. His story rings true when Abby finds a bloody fingerprint from the vehicle belonging to neither Sullivan nor Ferris.
Before Ducky provides Gibbs the findings of the "psychological autopsy" he's doing on Sullivan, Gibbs mentions that he heard Ducky passed his test. Ducky says the graduation ceremony was rewarding, then looks meaningfully at Gibbs as he says, "All my friends were there." Gibbs offers no direct reply.
Abby and Tony find a program on Sullivan's damaged computer that morphs people's facial features, but can't access other encrypted files until Ducky suggests a password based on his autopsy. This leads the team to files which suggest that her targets were potential husbands; she was using the morphing program to predict the appearance of potential offspring. They also discover she had been attending a three-day speed-dating event when she was abducted.
Ziva is sent to the event undercover, hoping the draw out the kidnapper. Tony hangs out at the bar as backup, and when he shows the bartender Sullivan's picture, the bartender points to the guy Ziva is currently sitting with as a guy who bought Sullivan drinks two nights before. He turns out to be the man from whom the Honda Accord was stolen. So: the kidnapper stopped at a gas station in Sullivan's vehicle, with Sullivan unconscious in the back, to use the pay phone; while he was on the phone, Ferris stole Sullivan's vehicle, unaware Sullivan was in it. The kidnapper saw the vehicle with Sullivan being driven away by Ferris, and stole the Honda in order to follow and recapture Sullivan. The number the kidnapper dialed was a warehouse in Fredericksburg.
The team arrives at the warehouse to find a white board and other materials detailing a planned heist of a local hotel. They find hotel uniforms and discover from the schedule left behind that the heist began four minutes ago, and that one of the perps was a potential target of Sullivan's; we soon discover him to be the bartender, and he has Sullivan tied and duct-taped in the bowels of the hotel. Ziva gets to him just as he's about to shoot Sullivan; Sullivan is saved and the perps are arrested.
Hours after Jenny's deadline, Tony tells her he]s declining the promotion. Jenny is neither surprised nor entirely displeased.
