Reasonably neutral and informative.
Back in the day, the Alaska Pipeline was a rather controversial project. Most of the public seemed to want it (especially when gas prices soared and gas stockpiles dropped in the 1970s) and environmentalists spent tons of energy and money suing to try to stop the thing. I was a teen when it was finally completed--and I still remember the arguing going on concerning building a pipeline. In many ways, things haven't changed as similar arguments continue today about drilling in other parts of Alaska, the Gulf and building a new pipeline with Canada! Fortunately, this documentary is reasonably balanced. As a pro-pipeline sort of person, I wished they'd talked about the unforeseen POSITIVE impact on Alaskan wildlife (apparently the pipeline does more to increase caribou numbers than expected--as if the pipeline is like a Barry White album to these mammals!). But, I would not expect the documentary to be pro-pipeline--but it also wasn't anti-pipeline either--so I can live with it. For the most part, there were no huge surprises watching it because I remember the project reasonably well--but it is informative and interesting from start to finish. A rather typical episode from this exceptional series from PBS.
