When the Doctor first sees K9 in the boat, the boat is rotating clockwise (as seen from above). After cutting to the Doctor laughing and then back to K9, the boat is now rotating counter-clockwise, without any way of actually changing its direction of rotation: it was in the middle of the moat so it couldn't bump off the rock edge, and K9 can't row.
