- Major Kusanagi gets into trouble when she is transferred into a new host body. Aramaki investigates the abduction of his brother.
- From his window high in an office tower Bureau Chief Niimi looks down on three cars arriving. Aramaki and his team enter his office and announce that he is being placed under arrest for murder during the Sunflower Society raid and the death of Dr. Imakarusu. Niimi claims there is no proof but Aramaki tells him the NSS narc squad leader Gayle Yasuoke is co-operating and has recorded evidence. They take Niimi away.
At HQ, Aramaki rides the elevator with Assemblyman Kanzaki, who once again thanks him for an earlier episode with his daughter. Kanzaki asks about Niimi and suggests Chief Cabinet Secretary Yakushima is pulling the strings. He warns Aramaki to be careful.
Aramaki asks Batou how the investigation is going on the man who provided the vaccine name file. Batou has had no results so far. At the hospital Batou updates a bedridden Togusa. Batou leaves the vaccine name file with Togusa.
In the HQ parking garage a reporter approaches Aramaki and shows him a picture. He says Aramaki's brother Yosuke has been arrested on drug charges and is being treated for addiction. Aramaki has not seen his brother since the war. Aramaki drives to the Police Hospital, but is not allowed to see Yosuke.
On a harbour island complex Major Kusanagi and her girlfriend Kurutan look at the Major's new body, hanging limp ready for brain transfer. Kurutan is required as a witness. A sexy female Doctor Sano arrives to oversee the procedure. Kurutan is asked to leave as Motoko is clamped inside a frame-like device.
Batou and Ishikawa notice Aramaki is missing, they track him to the Refugee District residential area and running in "autistic mode", Batou goes to investigate. In the slums a street person thinks Aramaki is his brother. Over a teapot the refugees tell Aramaki the police arrest was not over drugs and Yosuke was well respected. They have evidence on a memory disc. Suddenly the refugees assault Aramaki and he falls unconscious. Ishikawa observes what is happening electronically as the police go toward the refugee area to arrest Aramaki for drugs also. Batou rescues the groggy Aramaki just in time.
In the body transfer centre the doctor taunts the restrained Motoko as she inserts needles into her head. The Laughing Man appears to Motoko only and they communicate by wireless. The LM wants Motoko's help and tell her the whole story of the LM incident. The LM Aoi removes the needles, plugs into Motoko and leaves her his memories. The new body Motoko comes alive and kicks Dr. Sano through a glass window. Batou tells Motoko about Aramaki. In the holding cell Niimi is drooling with an object in his neck.
Aramaki is in a hospital bed as Motoko arrives. She tells him Niimi attempted cyberbrain suicide and corrupted his memories, they are inadmissable as evidence. Motoko also reports the Yosuke story was only a ruse but he may really have been in the refugee zone. Aramaki is saddened to realize his brother may still be out there and his work has come before his family.
