- Batou must come to terms with a dark chapter from his own past when he is called upon to track down a brutal serial killer.
- A man in an overcoat waits and crosses a street at the signals. He has a nude woman tied to a bed. He puts a CD/DVD in a player/recorder device and as he reveals a long curved knife as he talks of "one less life".
Batou and Togusa show up at a crime scene, several police are there with respirator masks, there are lifeless bodies under sheets. Batou pulls one sheet aside to show a dead body, the upper torso appears to have no skin. Major Motoko and Section 9 review the scene later through Batou's eyes.
Togusa briefs the others that there appears to be a serial killer, 12 cases in total. Victims are skinned alive in a t-shirt pattern and left to die. The team discuss and Aramaki informs them thay Marco Amoretti, a former American navy officer is the prime suspect, he had been involved in a similar case before. The CIA has asked for Amoretti to be arrested and turned over. American Empire CIA agents Suzuki and Watanabe are introduced.
The killer delivers five CD/DVDs to another man.
Togusa, Batou and the one of the American agents review another crime scene. Batou seems to know something but is reticent, Motoko and Togusa discuss him by encyrpted conversation.
Aramaki, Motoko, the other American are discussing the case with two police, a message comes in that a disc has been found, being sold in the electronics district, showing the murder . Boma, Pazoo and a Tachikoma go the the Akihabara to find the seller. The others view the DVD and see a woman being cut with a knife. Togusa stops his car to gag in disgust. Batou reveals a personal grudge against the Americans from his time in the Rangers in South America.
The killer burns a t-shirt.
Motoko continues to watch the snuff video with the American agent. Meanwhile Ishikawa is able to hack into a CIA database and finds out about Project Sunset. Batou explains to Togusa back in their car that Project Sunset was a CIA plan in the last World War to make enemies lose the will the fight. Women and children were killed in horrible ways. The American denies it happened but Batou says many CIA operatives involved in the plan went crazy.
Another murder video and victim is found. Batou and the American have an angry discussion about who's to blame. Batou and Togusa figure out the killer is moving around through the sewers. They move into the sewers while Boma and two Tachikomas enter the sewers from another end. Ishikawa reports he found out the Americans plan to kill Amoretti and also Batou since he knows about Project Sunset.
Boma and the Tachikomas engage the killer, after a brief firefight Batou arrives and chases after him alone. Batou disarms Amoretti who begs Batou to kill him. Enraged, Batou empties his handgun into the wall. The police arrive and take the killer away in a straightjacket. Batou then explains to Motoko he didn't kill him because he is now a cop.
