- With Batou and Motoko the only remaining members of Section 9, Batou undertakes a risky sortie to Motoko's apartment to recover her hidden weapons cache.
- Batou views a luxury hillside house from a distant balcony. Aramaki walks on a sidewalk alone. A dark sedan pulls up beside him and the rear seat occupant invites him in. Inside Aramaki talks to the Minister of Justice to try and save his team members and gives him a file. The Minister says they have to wait until after the elections and they can go after Yakushima. Aramaki gets out of the car and continues his walk.
A Tachikoma does the laundry at a seniors facility and yearns for Section 9. A senile resident gives the Tachikoma a single howitzer shell.
Saito crawls out of a sewer and is immediately captured by the Umibozu. At the "Parlour Ishikawa" Internet cafe Ishikawa is acting as a 'net user. He uploads the data from a memory card as the Umibozu clear the building. A booby trap explosion catches a few soldiers and the angry Umibozu recognize Ishikawa and rough him up. Three Tachikomas arrive at the ruins of the Section 9 office and find tubes of organic oil, left by Batou.
At night Batou climbs toward the house, unknown to him the Umibozu are watching him. He notices the Major has wired the skylight glass and using a swiss army knife enters her safe house. He goes to her sleeping pod and retrieves her wrist watch. Suddenly a group of Umibozu outside order him to give up. He puts down his handgun and the Marines approach the large glass windows. One is zapped by the Major's window booby trap, then Batou pulls out his automatic and mows down the rest of the troops. Behind them an armoured suit approaches firing at Batou. He runs for cover. Opening a lingerie drawer he finds a stash of grenades taped to the underside. Batou throws a grenade, the suit fires a cannon at Batou and seems to catch him. The suit pilot gets out thinking he has killed Batou, then Batou appears behind him, kills the man, apologizing for hacking his eyes. A second armoured suit approaches a weakened Batou. The driver is enraged that Batou has killed his partner. The suit steps on the S9 cyborg and kicks him around for punishment. Batou is knocked senseless and just before he is killed a Tachikoma arrives and pushes the exo-skeleton down the hill into the trees. The suit recovers and destroys the Tachikoma with a burst of gunfire. The other two make a plan to use their wires, the yellow one immobilizes the suit, the blue one attempts to fire it's one howitzer shell but it fizzles, a dud! The Tachikomas despair and the suit breaks free. Batou revives, surprised to be alive. Major Kusanagi's voice encourages the Tachikomas to continue working together. Once again they ensnare the suit, this time they all collide and the shell explodes destroying the suit and the two remaining Tachikomas. Three Umibozu helicopters rush to the scene. Motoko is in the guise of a teenage tomboy-ish girl and now regrets taking the think tanks out of service earlier.
At another high rise apartment overlooking the ruins of the Section 9 Office Building Batou looks out the window, bandaged, his right arm a stub. The Major comes out of another room dressed only in skimpy underwear. The tomboy body sits limply in a chair, it was only a remote puppet. Batou gives Motoko her watch, he knows it means something to her as an external memento of her last bit of individuality. They vow to stay alive as Umibozu helicopters buzz around the buildings.
Later, Motoko and Batou are boarding a VTOL on a rooftop landing pad. Batou is momentarily distracted and drops few steps behind. As she climbs the stairs to board the aircraft a Umibozu sniper fires, the Major's head explodes and her lifeless body falls to the ground. Batou is grabbed by several men as he cries out in anguish. The Major's decapitated body is not wearing a watch.
