The proposed deal for the girl to get a walk is completely illogical. The scheme she set up is like a drug distribution network. In those type of prosecutions, the kingpin is who the prosecutors target. In the child porn scheme she created, she was in fact the kingpin, so going after the end users would be like letting a drug lord go so drug buyers could be prosecuted. No prosecutor would take such a deal.
