Debra would not be able to record her message as the tabs on the tape were popped out.
Actually, Debra is not trying to record her message on Ray's breakup tape that has the popped tabs, because Ray's tape is still in the shoe box. She recorded the message on another the tape that was in the cassette player.
When Debra records her message, she doesn't press the red record button on the tape deck.
