Jesse attempts to convince a rock star to appear in a public service announcement, but declines as she doesn't like cops. Later, her dodgy boyfriend/manager takes her away. Having a funny feeling about him, he dons his Street Hawk garb and follows her where he finds her boyfriend dead and on the run with a videotape her late boyfriend handed to her. Now with a hit on her head, Jesse has to find her, and with help from Norman they find out she was close to a musical legend and they go to see him and she's there. Later the hitman tries to grab her but he grabs her musical legend friend instead. Jesse asks her what's going on, she gives him the tape and they watch it. It shows a murder but unfortunately the man's face is not clear so there's nothing they can do. She then leaves because she saw something but doesn't tell them what she saw. Jesse then takes the tape to Norman to see if he can do something with it. And they learn who the killer is and his victim.

Kai Wulff plays a hitman who loves silence, tracks down the Madonna popstar with ease, and we also learn that Norman loves Jazz and rhythm and blues and thinks rock is noise. It's a standard episode yet enjoyable and ends with a rousing Street Hawk scene in a studio back lot.

Jesse meets with a Madonna type pop sensation Deborah Shain (Daphne Ashbrook) and ask her in appearing in the police department's anti-drug campaign. Deborah mistrusts the police for interfering each time she ran away from home and from her abusive father.

Meanwhile her manager and boyfriend Virgil (Lee Ving) is another charmless individual who is using an incriminating video tape to blackmail a record Neil Jacobs. Neil gets a couple of goons to kill Virgil and get the tape.

With Deborah's life in danger and also a possible suspect for Virgil's death. Street Hawk needs to find the goons and with the help of Norman they make the link between Neil and the death of his partner.

There are some 1980s songs in this episode such as Safety Dance and Bob Seger's Hollywood Nights which is a song that appeared in a few 1980s show. It enlivens a boring episode where most of the action takes place in the Universal lot.

It is a good job when Street Hawk is in hyperthrust that the roads are empty.
