The Doctor describes Suder as a sociopath, however he clearly matches the characteristics of a psychopath, a difference the Doctor should easily know. Psychopath's typically do not experience emotions of any kind, they never laugh or cry, they don't feel anger, regret, guilt or any other feeling. Of course, had that happened, then Voyager would not have been retaken, thereby causing the stranded crew to not be rescued.
