As Vulcan-human half-blood Spock and android Data exchange views on the virtues of emotional and cool logical qualities, Commander Riker's investigation into a stolen Vulcan ship continues, starting with the mundane wife of the smuggler who died while pursued and finds a Barolian ship was involved. - Senator Pardek arranges for Spock and Picard to meet, but the Vulcan, feeling that his visit to Romulus is a private and personal attempt at peace, is not pleased to see the Enterprise captain. He reveals his attempt to unify the two cultures who have the same roots. Picard accuses him of cowboy diplomacy and questions whether unification can ever be achieved. On the Enterprise, Riker tracks down the Ferengi merchant whose partner stole a Vulcan ship from the junkyard and learns to whom he sold it. It's all part of a Romulan plot led by Sela to not only quash any attempt at unification but to take over Vulcan as well. Spock deals with his recently deceased father's thoughts and feelings inside Picard as a result from a previous mind meld with Jean-Luc.—garykmcd

Spock explains that his secret 'cowboy diplomacy' is about the off chance of a Vulcan-Romulan reunification thanks to an old, recently significantly grown, philosophically friendly Romulan underground party, which includes the rising new Proconsul Neral (Norman Large). Spock says that this is a personal mission for him, and he didn't want to endanger anyone else's life and hence didn't inform the Federation about it. Neral claimed, in a secret meeting with Spock and Pardek, that the Romulan senate itself can no longer resist the people's outcry for peace, but is actually in league with Romulan leader Sela.
Picard is still doubtful that a Romulan Proconsul would support re-unification publicly. He suspects a missing link. Spock says that even if this is a Romulan trap, it is in everyone's best interest to uncover it quickly.
Data wants K'Vada to maintain orbit a bit longer till Picard returns. Klingon captain K'Vada (Stephen Root) isn't amused by the request, but agrees when Data claims he may be able to crack the Romulan encryption log (& offers to share his knowledge with K'Vada) and this information is vital to Klingon intelligence agencies. Commander Riker's investigation into stolen Vulcan ship T'Pau continues (along with the missing Federation ship Tripoli), starting with the mundane ex-wife of the smuggler who died. The ship that Enterprise blew up belonged to a smuggler. She guides Riker to a Ferengi arms dealer Omag (Billy Bastiani), who used to deal with her now dead husband. Omag reveals to Riker that he delivered the T'Pau to a Barolian freighter, near Galorndan core, near the Neutral zone. Riker shares his finding with Picard on board K'Vada's ship. Picard orders Riker to Galorndan Core as Data finds an entry of a transmission from Romulus to a Barolian ship. The message transmitted was just 1400. Spock and Picard fear rightly it all ties together in a Romulan war plot. Neral had planned to announce his support for re-unification at 1400 hrs the next day.
The meeting between Spock, Pardek, Data and Picard is interrupted by Sela, who arrests them all. Spock knows that Pardek has betrayed them. Sela announces her intention to conquer Vulcan. Riker gets an encoded message (seemingly from Picard) to hold position at Galorndon core. Sela reveals that Romulans are sending "a peace envoy" to Vulcan on 3 stolen Vulcan ships (T'Pau was not the only one). Spock will give a speech, from Romulus, to his people to welcome the envoy, and once the ships get there, the Romulans will take control via their invasion force. Conquest will become a way of life. Spock refuses to read the speech, so Sela uses a holographic program.
Enterprise picks 3 Vulcan ships crossing the Neutral zone. Riker sets a course to intercept, ignoring his orders. Spock and Data team up and use their knowledge of Romulan access codes to escape and attack Sela. She is imprisoned. Enterprise receives a priority 1 distress call about failure of environmental systems on a nearby colony. That's when Spock's message comes online, where Spock had actually altered the holographic message to read "Invasion force", instead of "peace envoy". Riker maintains course. Data uses the Vulcan neck pinch on Sela, and the trio escape. Before Enterprise can intercept the Vulcan ships, a Romulan war bird destroys them. They destroyed their own invasion force of 2000 Romulan troops.
Picard and Data beam aboard the Klingon ship, while Spock stays behind to continue his work. Before Leaving Picard allows Spock to mind meld with him, since he never got the chance to do that with Sarek.
