- Bart celebrates his birthday and is disappointed with his presents, but later appreciates Homer's present to him (a microphone which can send voices over a radio) when he uses it to play pranks on people. Bart deceives the whole town when he pretends to be an orphan boy named Timmy O'Toole trapped in a well.
- As Bart's birthday approaches, Homer sees an ad on television for a microphone that can broadcast through the radio. Thinking it's a great product, Homer buys it. However, at Bart's birthday, almost all the presents he receives bore him, with the exception of a labelmaker given to him by Patty and Selma. Bart soon uses this to label everything with the words "Property of Bart Simpson."
Homer and Marge try to convince Bart that the microphone really is a good toy, and soon, Bart finds plenty of uses for it:- pranks Homer into thinking martians are invading.

For his next prank, Bart lowers a small radio down a well, and convinces Springfield that a little boy named Timmy O'Toole has fallen down the well, his leg trapped under a rock at the bottom.
Timmy's plight soon captures the town, as an Itchy and Scratchy episode is dedicated to him, and Krusty and a number of celebrities create a charity song to raise money for him.
One day, the townspeople are shocked when they hear growling coming from the well. Lisa soon sees Bart and Santa's Little Helper wrestling with the microphone, and figures out that Bart is behind the prank. Bart claims the townspeople will never find out it was him, until Lisa reminds Bart that he labeled the radio in the well with a "Property of Bart Simpson" tag.
Bart then attempts to retrieve the radio by tying a rope near the top of the well, and lowering himself down. Two police officers find the rope and untie it, sending Bart plummeting to the bottom of the well, where his leg becomes trapped under a rock (in an ironic way, considering this is what happened to Timmy O'Toole).
Bart pleads for the officers to help, and reveals that he pranked the town regarding Timmy. The officers leave Bart, and report this to the rest of the Simpson family. In the following days, noone in the town is willing to help Bart. When the Mayor's office receives negative criticism for attempting to help, Mayor Quimby backpedals, declaring that Bart should 'stay down there.'
Shortly afterwards, Homer and Marge visit Bart, who claims that his being stuck in the well must be punishment for what he's done, but begins to cry over all sorts of things he'll never be able to do.
Bart's crying soon causes Homer to attempt to dig down and save him. Pretty soon, a number of other Springfieldians have joined in, and Bart is soon rescued.
In the aftermath, the town makes sure noone will ever fall down the open well again...by putting up a "Caution: Well" sign a few feet from the open well.
