- After being sent back to stop a power-hungry general from exploiting an international crisis, Parker finds himself facing a duplicate with a sinister agenda.
- In the aftermath of a Chinese invasion of Taiwan, the FBI is led to a nuclear device in Los Angeles. Though the bomb is a dummy, the Joint Chiefs of Staff are contacted by an unknown individual who claims the the device and threatens to set off an actual nuclear bomb if the President and the Joint Chiefs do not resign. Dr. Mentnor is targeted as well after he is contacted by a friend in Washington D.C. about a code found in Pentagon memos. With his wife kidnapped, Mentnor is captured by a team of soldiers loyal to General Wayne Starker, a power-mad general who is behind the nuclear blackmail threats. When the administration refuses to submit to his demands, Starker detonates his bomb in the Death Valley and goes public with his demands for the administration's resignation. Facing Starker's threat of a third nuclear device in Chicago, the president authorizes a Backstep mission. Ballard's incomplete modifications to the sphere, however, result in two Parkers emerging from the sphere. Before Parker can report in, his duplicate beats him unconscious and buries him in the forest. Claiming that the Backstep was merely a test of Ballard's modifications, the duplicate hides in Mentnor's car when Mentnor leaves in response to Starker's threat and makes contact with the general. After offering Starker his support, the duplicate Parker leads a team of Starker's men in capturing the base and seizing control of the Backstep project - just as the real Parker emerges from his impromptu grave in the woods.—A.
