X-49's dog Lulu is a normal modern-day dog, barking, sitting on the floor, etc. However, in the second episode - Jack's first episode in the future - Episode II - The Samurai Called Jack (2001) - it is firmly established that all dogs can talk and walk on 2 legs. In fact, meeting such dogs is a significant plot point, it's how Jack first discovers his time travel. Also, these dogs reveal that they are anthropologists who are searching for evidence that dogs didn't used to talk, and they take Jack's memories of non-talking dogs as evidence that they were right. Non-anthropomorphized dogs no longer exist.
