- A car crash survivor discovers that the same sinister, mysterious crowd of onlookers somehow always shows up minutes after any potentially fatal car accident at the site of the crash.
- After leaving a party late night, Joe Spelliner drives high speed through the empty streets and has a car accident. A couple of seconds later, he is surrounded by a crowd until an ambulance arrives with the paramedic at 2:00 AM. Twenty-four hours later he is discharged by the hospital and he is intrigued from where that crowd arrived. He meets his friend and colleague Morgan to celebrate and they witness another car accident. In twenty-one seconds, the victim is surrounded by a crowd and Joe recognizes many of the persons from his own accident. Joe asks Morgan to retrieve surveillance tapes of car accidents and he discloses that the same persons are present in the other accidents; further, all of them are victims of car accidents. - Joe Spallner, a photographer, is leaving a party drunk and drives off in his car. He speeds through the city streets, swerves to avoid a dog, and flips his car. Joe partially crawls from the wreck and sees a crowd of pedestrians gather. An ambulance arrives and the crowd pulls away and walks off, and the paramedics put Joe on a gurney and take him away. Joe wonders where the crowd all came from.
At the hospital, Joe wakes up and the doctor tells him that he's been there 24 hours. Joe says that the crowd got to his car before the wheel stopped spinning, in about ten seconds. and wonders how they got there so fast in the middle of the night. The doctor dismisses as Joe misjudging the time, and Joe points out that the street was empty when he crashed.
Four days later, Joe is working his studio with his friend and news reporter Morgan. Morgan wonders why Joe is working, and Joe says that their employers want the job done immediately. They have a drink and hear a car accident outside. The two men go to the window, Joe checking the time, and they see a crowd gather in twenty seconds. Morgan calls and reports the accident, while Joe runs down to the accident. His friend joins him, and Joe points out a woman that disappears when he tries to point her out to Joe. Looking around, Joe wonders what's wrong with the crowd. Joe pulls Morgan away, and Joe says that the crowd shouldn't have killed the women in the crash. The ambulance arrives and the crowd walks off, and Joe tells Morgan that the people were also at his accident. One kid still there was taking photos, and Joe says that he wants to buy some of his photographs.
Back in the studio, Joe develops the photos and tells Morgan that they were at his accident. He asks Morgan to help him find out who they were, and says that they used up all of air and tried to move him, killing him.
Joe starts attending accidents as they arise, taking video footage. Morgan brings Joe video footage of local news, and the obsessed Joe takes the videos to a TV station and watches them. Morgan is there, and thinks it's creepy. They watch the accidents, miles and different times part. The same people are in the crowd at each accident. One member of the crowd's face is hidden, although he wears the same clothes. Joe also has photos of people who died in accidents and were taken to the morgue, and they all match people in the crowd. Joe figures that their ghosts, and come to accidents and kill more people, who become part of the crowd.
Morgan is shaken, but insists there must be a sane explanation. Joe says that he's going to try and meet them. He insists that they're killers. Morgan tells Joe to leave it alone, and wonders what happens when they find out that Joe knows what they are.
That night, Joe and Morgan go out driving, looking for an accident. Morgan insists that it's crazy, and Joe tells him that he didn't have to come and Morgan agrees to stay. Joe finally tells Morgan to stop the car, and he sees one of the members of the crowd pass. The older man asks Joe why he's there and then walks around a building. Joe and Morgan separate to cut him off, and Joe comes to another man standing waiting for him. The man approaches Joe, who runs away in terror and the man chases him. The older man is at the car, and Joe gets in and swerves around the people of the crowd in the street.
Joe hits Morgan with the car, then flips the car. As Joe crawls out, the crowd gathers Morgan. Joe runs over and tells them to get away from Morgan, but Morgan is dead. Joe looks up and sees Morgan in the crowd, Morgan looks down at his body, then walks away with the others.
