Monaghan asks Quincy to push the autopsy of a young car thief to the top of his priority list. The boys' friend is claiming that a police officer chased him down and killed him after they were stopped in their stolen car.

Officer Tommy Bates, a close friend of Monahan's, is accused of killing a young car thief who goes berserk after crashing into Bate's police car. Although the signs point to the young man being under the influence of PCP, there is no trace of it in his blood. Unfortunately, things take a turn for the worst when Monahan is suspended for roughing up the young man's accomplice prompting a lawsuit by lawyer Charlie Trusdale, the head of a civil rights organization. However, Quincy finds out that the young man was a chronic user of the drug and thinks that he was experiencing a delayed reaction to all the years of abuse of the drug. Quince also suspects that he might have been responsible for the horrific murder of a butcher the morning of the attack.—Brian Washington <Sargebri@att.net>

When the autopsy is completed it can only confirm that the boy, Billy Harris, died to a bone broken in his neck, and not how it could have occurred. This information is enough to get the press printing stories of police brutality and a Californians for Constitutional Rights lawyer rushing in to defend Billy's friend Steve.
