The central focus of this episode is an ongoing interrogation of guy who admitted to robbing cab drivers. Kelly keeps changing the scenario, confusing the guy with possibilities. Ultimately, they are looking at him for murder. His tactics are pretty tenuous, but work when you already know the guy is guilty. We meet Donna for the first time. Also, Sipowicz takes his adversarial counselor to dinner and sweats a lot.
