Hanlan is a crooked cop who moonlights as a slumlord. People are dying at his hand. Martinez's brother, a drug addict, lives there and has been victimized. He reaches out to John Kelly because he is afraid of ratting out a fellow officer. There are lots of dynamics here that are just plain wrong based on cops not ever crossing cops. Sipowicz steps in when the pressure starts being directed toward Kelly.
