If he was dumb enough to do it in the first place he was too dumb to get away with it

***SPOILERS*** Things don't look pretty for the local drug rehabilitation "Phoenix House" with it being accused of having some of its ex-addicts involved in a number of store robberies in the neighborhood that has it's take no BS director Candy "Candy Man" Lesteen, James Earl Jones, lay the law down to those under his supervision. It's Det. Johnny Corso, Frank Converse, who discovered a wallet at the scene of the crime that turned out to have been issued to the ex-junkies of the "Phoenix House" that may well lead to the culprit. Checking out the fingerprints it turns out to belong to one of the house members Herbie, Seth Allen, who was worked over by local teenage thug Joe Czemak, Matthew Cowles, while on his job delivering groceries to "Phoenix House".

It turns out that Joe wiped his fingerprints clean and left Herbie's on it in order to frame him for the robbery that he may have well committed: Or did he? As it turned out Joe was a full fledged junkie himself and is now after taking a hot load of illegal drugs on the verge of overdosing. As for Hurbie he's in hot water in having no alibi to where he was when the crime he's accused of was committed.

****SPOILERS*** It takes a lot of brow beating by Candy "Candy Man" Lesteen and the ex-junkie members of "Phoenix House" to get Hurbie to open up on where he was at the time of the robbery as he finally spills the beans and admits his involvement in it. But his excuse is that he didn't do it to get money to buy drugs-Hurbie claims he's been clean for over a year- but to contribute to "Phoenix House" to rehabilitate junkies like himself. Instead his criminal actions did exactly the opposite by almost having the place shut down by the city for what he so "generously" did for it. As for Joe the big neighborhood crime fighter who turned out to be addicted on "H"-heroine- he's, as well as his parents, are lucky that there is a "Phoenix House" in the neighborhood to help him overcome his drug addiction that without it he would have ended up D.O.A on a cold slab at the city morgue.
