Frank, under stress at home now that he and Catherine have separated, is sent to Arkansas to investigate allegations of child abuse at a day care center. Although he questions why the Group would be interested in such a case, he is told that he needs to confront pure evil. Soon after he arrives, he confronts Lara Means, a psychiatrist investigating the case from the opposite angle, only to discover that they were both sent by Millennium. When a young boy turns up dead during nap time, the owner of the day care center is arrested and questioned. Although Frank has his suspicions about who the real killer is, he soon finds himself behind bars after a young girl accuses him of hitting her during an interview. Somehow, he has to convince a sheriff up for re-election in an angry community that both he and the center owner are innocent.
