Regular writer Michele Fazekas was a producer's assistant on The X-Files (1993) and likes to include references to the show in her SVU episodes. For instance, in episode #4.15, "Pandora", a character was named after X-Files writer Vince Gilligan, and a pedophile used nick2shy as his online nickname to chat with children. "2Shy" was the nickname of a fat sucking monster in the episode of The X Files with this title. In episode #6.7, "Charisma", BD Wong's character George Huang's FBI badge number is given as 2317616, the same badge number as Agent Scully on The X Files, as told in its episode #5.7, "Christmas Carol". Wong was also the main guest in The X Files episode #3.19, "Hell Money".
The scenes taking place in Prague, Czech Republic were actually filmed in Greenwich Village in New York City. The only actual Prague location is a brief shot of Elliot Stabler digitally inserted into a Prague cityscape (when Elliot first arrives at the Czech embassy).
This is the second episode of the series (or any other Law & Order series) in which the detectives travel outside the United States. The first was in the season two's Manhunt (2001) where Detectives Munch, Fin and ADA Alexandra Cabot traveled to Canada. In this episode, Stabler travels to Prague, Czech Republic. A third time occurs in season nineteen's Gone Fishin' (2017) when Fin travels to Havana, Cuba.
The actual street(s) used in the scene is a street off Christopher St., named Gay St. It is an unusual street, in that it's 'u'-shaped (in NYVC, most streets are straight lines).
