While doing so the vessel briefly enters Cuban territorial waters; a small Cuban patrol boat briefly hassles the frigate, then goes elsewhere. The skipper is of Cuban descent, and he hates Castro and his regime. The admiral sends Harm and Bud to lend a hand. The Cuban government, the INS, the US Department of State, and the SecNav enter the action, and Harm makes a quick side trip ashore. - A Cuban girl is rescued off the Florida coast by a US Navy frigate, setting off a dispute between the Captain of the frigate (Nestor Serrano) and higher command authorities whether the child should be returned to Cuba or be treated as a refugee.
- The frigate USS Stanley Dace under the command of Captain Berroa is patrolling the waters of the Caribbean Sea off Cuba when they spot a refugee struggling to stay afloat in the water. To pick her up the ship must cross into Cuban waters. When they do they are intercepted by a Cuban vessel which demands that they turn the girl over to them. Captain Berroa is a Cuban-American who despises Castro's regime and refuses to turn her over.
