He forces Roger Dalman, a friend of Glenn's, to help him, but then kills him when complications arise. Okumara finds a cement store house has been built over the site of where he buried the treasure, and he now must take several days to dig it up. Meanwhile Glenn and his friend Tully, who was also a friend of Roger's, believe Okumara to be in Hong Kong and the killer of Roger Dalman, but the police do not. - Colonel Okumara (Teru Shimada), a Japanese war criminal, arrives outside Hong Kong by boat in the dark of night. The captain of the boat (Joseph Ruskin) is obviously nervous about the business they're transacting, and is told by Colonel Okumara to be back at the same place the same time tomorrow night. If he isn't there to meet the captain, the captain can assume he is dead. The captain, who knows who his passenger is and that all Hong Kong hates him, says it would not be worth all the money on earth to be in Okumara's shoes, to which the colonel replies it is that much to him. Okumara starts walking toward Hong Kong, and the captain departs with his men.
That same evening, Glenn Evans (Rod Taylor) and Inspector Neil Campbell (Lloyd Bochner) are some of the guests of Sir John Dalman (Herbert Marshall), his wife Claire (Kathryn Givney), their daughter Kit (Sarah Marshall), and their son Roger (John Lasell). The party are enjoying themselves, when Roger, in the midst of getting his fortune told, gets a telephone call and takes it in private. It is Colonel Okumara, Colonel Cat, as he is known as in Hong Kong, who orders Roger to meet him near where the treasure he came to get is buried. Roger is angry and unwilling to comply, but because of a threat Colonel Cat is holding over him, he does go, after making up a story to excuse himself to the party. Colonel Cat and Roger Dalman meet and drive towards the spot where Colonel Cat remembers having buried the bank treasure which he misappropriated during the war. He tells Roger he will need his help in converting the unregistered bonds to cash, to which Roger reluctantly agrees. When they arrive at their destination, Colonel Cat discovers that a cement store house, now in disuse, has been built over the exact spot where he buried his misappropriated treasure and temporarily goes insane. When Roger Dalman tries to get him to come away, as he is worried about being seen with the notorious Colonel Cat, Okumara realizes it will take him several days to recover the treasure, and he does not want Roger around to possibly tell the police, so he kills him with his bare hands, being a black belt in karate, as he loses his gun in the fight which ensues. He takes his victims body to the side of the road some distance away where he prepares to bury it, but is frightened away when a car is seen. An English couple, the cars occupants, then discovers the body and reports it.
Glenn drops in on Inspector Campbell to get the details, what few are known, of Rogers death to tell his family and goes out there. Neither Sir John nor his daughter can tell Glenn anything to dispel the mystery of Rogers death; they are just as baffled as Glenn and the police, but they tell Glenn they will look into Rogers things, as he kept a safe deposit box at the bank his father is in charge of, and let him know if they turn anything up.
Glenn then goes to Tully's bar to talk to him, as Tully (Jack Kruschen) knew Roger intimately from the war. They were in a Japanese prisoner of war camp together, run by Colonel Okumara, and had become close friends. Glenn finds Tully throwing a thief out of his place who tried to sell him a hot gun he found where Roger was killed, unknown to Tully and Glenn, Okumara's gun. Glenn asks Tully some questions about Roger, and Tully begins to get the idea that Okumara is in Hong Kong and responsible for Rogers death, but keeps his suspicions from his friend for the time being.
Okumara, meanwhile, who has been digging all day with a pickaxe in the store house, returns to meet the captain of the boat that night. The captain has heard about the murder and wants out of their deal, so he pulls a gun, but Okumara kills him with his hands and then the two sailors with the captains gun. Tully has the thief who found the gun show him the spot that same night, right next to the store house Okumara is working in. Tully gets on a bus on his way to tell the police his suspicions about Colonel Cat, and sees Okumara himself passing in the street. But after he leaves the bus, he has lost him in the crowded streets. Next morning, he has difficulty in convincing Neil Campbell that he really did see Okumara, as Neil thinks it highly unlikely Colonel Cat would return to Hong Kong where he is so hated. Glenn Evans, however, is not so sure. Tully also insists the gun found was Okumara's, and that he killed Roger, but Neil points out the motive is missing. Nevertheless, Neil has his men conducting a thorough search of the area where Tully claims to have seen Okumara, and nearly uncover his hiding place, but not quite. They do discover the bodies of the boatmen Okumara killed, and Neil and Glenn learn from clues left that the killer of Roger and the boatmen is Okumara. Tully, meanwhile, is conducting his own search for Colonel Cat, and learns from an old Chinese woman that a Jap man has been seen down by the abandoned store house at night. Glenn, while visiting Sir John and his family, learns from them that they knew it was Okumara who killed Roger since they read a letter Roger had in his safe deposit box. They kept it to themselves, so as to keep scandal from their name. Roger, Sir John tells Glenn, was one of the men he, Sir John Dalman, had selected to move a considerable treasure from the vaults of the bank, to hide it from the Japanese right before they invaded Hong Kong. They were caught and taken to the prison where Okumara was in charge. He tortured them all, and, unknown to the others, Roger broke down and told where the treasure was. That was what Colonel Cat was holding over him, forcing him to help him; Roger knew it would disgrace his family to let the knowledge be known. The Dalmans would like to keep the secret still, but feel they can't, as it will become known when Okumara is captured, but Glenn tells them not to give up hope yet.
The search for Okumara goes on throughout Hong Kong. Tully is searching for him on his own, and Glenn begins searching for Tully. Glenn gets a message from Tully telling him to meet him by the store house that night, but just then Inspector Campbell arrives and tells Glenn to go on home or he will be put in protective custody. Neil is concerned for his friends safety, and tells him to leave the job of finding Okumara to the police. Glenn, however, disobeys.
That night, Tully surprises Okumara at the store house and a fight ensues. Tully, who knows karate himself, is handling himself well until Okumara pulls a gun and shoots him. Glenn then appears on the scene and manages to get the gun away from Okumara. After a terrific fight, Okumara then pulls a knife, and after managing to wound Glenn in the fight, is knocked onto his own blade and dies. Later, Inspector Campbell, talking to Glenn and Tully while they are recuperating in the hospital, is still puzzled about Rogers part in the affair, but, as Glenn keeps the Dalmans' secret, Neil is content to let the case rest where it is and all is well.
