When the officer put out the alert via radio, his description included things not described by Briscoe: Height, weight, build, and jacket. The only described items he included were the eye color and hat, however he omitted the hair color. It's clear Briscoe did not tell the officer these details prior to Mathews' arrival since he did not say words to the effect of "Like I told the officer".
It makes no sense why the man parks at his backdoor in a trash filled alley when he should have parked in front on the street and entered his business from the front since he was just carrying his briefcase with the $10,000 plus in it with $8,000 plus in checks.
