Both brothers are working as valet parking attendants right before their final heist, and the less-willing brother doesn't even want to go through with the crime. When the suspect escapes by driving his motorcycle off the pier and having his brother to pick him up in a boat, Jon doesn't think to call the Coast Guard to follow the boat and apprehend the suspects. It's not a speedboat, and the brothers use the same boat over and over. The criminals are clearly important enough (multiple felonies have been committed) to warrant a boat-by-boat search for the getaway vehicle.
