For the initial crash, Baker and Poncherello are shown passing the pickup truck. Some 22 seconds later a crash involving the pickup takes place and Baker turns his head as if he heard the crash. Even if the officers were only doing 30 MPH, they would have been over 1/4 mile away by that time and would not have been able to hear the crash due to distance and the noise from their motorcycles.

The character confused moving violations with a license suspension. So long as his license is valid, he could have a high number of moving violations and not be subject to arrest.
