Walter Koenig added a personal touch to the character of Alfred Bester, giving him a crippled left hand. If you look closely, the hand is always clenched in a fist.
When G'Kar orders the fighters, he identifies himself as being a member of the 'Third Circle', which is actually a designation of his social class. According to Babylon 5 canon, Narn society is organized around a system of concentric circles. The first circle (innermost) is the royal family; the second is the religious class; the third consists of high-ranking civil servants.
Walter Koenig's character is named after Alfred Bester (1913-1987), who wrote science fiction. In his novel The Demolished Man, set in the 24th century, telepaths are classified into categories according to their strength.
G'Kar's line "No one here is exactly what he appears" was later one of the phrases featured in the opening sequence of Season Five.
