The ventriloquist dummy is considered evidence due to the fact that it arrived the same day Lisa died, yet the doll is not retrieved from the crime scene allowing Jamie to take it to his hometown to investigate its history. Det. Lipton confronts Jamie for trying to get rid of evidence by burying the doll which could have easily been avoided if the authorities had simply retrieved the doll from the crime scene.
Jamie is considered a suspect in Lisa's death as he was the last person to see her before she died. However, he was off buying Chinese food as she was being murdered and by the time he got back, she was already dead. He could have simply shown the receipt with the time printed on it as evidence that he wasn't home when it happened, or the authorities could have simply visited the takeout place and seen the surveillance footage, but this never occurs to any of the characters.
The trunk that Billy the Puppet arrived in was from Jamie's hometown of Raven's Fair. It took Jamie less than 10 seconds to figure this out himself. Why didn't the authorities retrieve this trunk themselves as evidence along with the doll from the crime scene? If Jamie is a suspect in Lisa's death, then they'd want to take it to prove that Jamie mailed it to himself.
Lisa was murdered through ripping her tongue out. There is no reason why a ventriloquist puppet would be considered evidence of any kind, as it can't be a tool for such a murder.
