Initially being made as a direct sequel to Earthworm Jim 2, however as development changed, the game was more so based on the animated series than the canon of the previous two games despite the show ended it's official run three years prior to the game's release.
The second Earthworm Jim game to be developed outside the US, first being both the Game Boy and Game Gear versions of the first Earthworm Jim. This and the handheld version of the first game were both developed in the UK by the respective developers Eurocom and VIS Entertainment.
A PlayStation version was also planned, but cancelled late in development because VIS Entertainment didn't have enough time to properly port the game to the PS1. As a result, the game ended up only being released on the N64 and PC.
