And then Justice Balwant Chaudhry is killed in the same manner Raghavan had killed when he was alive. Before the police could recover, there is another death. This time Inspector Arjun is certain that the killings are done by a person who is copying Raghavan. In Budapest, the Indian Defense minister (Amol Palekar) is on a routine foreign visit. He reveals the true details of his diplomatic trip to his head of Security Manu Verma by informing him about the floppy which has valuable information that could affect the very destiny of the nation. The Minister claims that an organization is behind all the high-profile heads of state assassinations in Southeast Asia (including Indira and Rajiv Gandhi in India). The same organization plans to eliminate the current Indian PM, and the Minister is in Budapest to collect proof against it (in the floppy disk).
Manu escorts the defense minister to his hotel using alternate routes to thwart the assassin's plans. Manu is a very meticulous and detailed oriented officer who largely keeps to himself.

The shadowy figure is called Raghavan. Raghavan enters the minister's office disguised as Manu and shoots him point blank, while taking the evidence on the floppy disk.
Manu Verma reaches the Indian Defense Minister just moments too late to save him and finds the statesman in a pool of blood. Raghavan had escaped from the stairs, just as Manu arrived. Raghavan had struck and vanished into thin air with the floppy disk. Now the hunter becomes the hunted as Manu Verma tries to find Raghavan. Raghavan has a pet saying that nobody ever dies, nobody ever kills, and that this is written in the Gita.
Supriya Verma (Nandita Das) is Manu's wife. Neeta (Raveena Tandon) is a bar dancer and Raghavan's mistress. Mahadevan (K K Raina) is Raghavan's demented brother, who is also a talented artist and creates latex masks for Raghavan, which he uses to conduct his murders. Mahadevan freaks out if anyone touches him without his permission. Only Raghavan is able to control Mahadevan and the 2 brothers share a special bond that goes beyond their appearances.
Yeda Yakub (Vijay Raaz) is the don of Bombay and demands that Raghavan pay him a share of his bounty from the killing of the Indian defense minister. Raghavan infiltrates Yakub's lair wearing the mask of one of his guards and eliminates him. Manu is brought in to investigate Yakub's death and finds a miniature mask medallion on Yakub, similar to the one he found in the defense minister's hand after he was assassinated.
It is revealed that PM's aide Pathak (Mithilesh Chaturvedi) made a direct payment to Raghavan to assassinate the current Indian PM.
Manu gets a tip from an informant Hanif Kasai (Veerendra Saxena). Manu had saved Hanif's life once and he owed Manu. Hanif gives the name Raghavan to Manu. There are 18 known Raghavan's in Bombay and Manu investigates each one of them. Manu is able to track down Raghavan, along with Mahadevan and Neeta. However, Manu's friends Inspector Pradhan is killed in the raid by Raghavan. Raghavan manages to escape but Manu arrests Neeta for interrogation.
Neeta refuses to divulge anything, but Raghavan's associate Narang (Vineet Kumar) spills the beans to Manu. Narang was the caretaker for Mahadevan and would frequently mistreat him, until one day Raghavan stabbed Narang in the hand as punishment. Narang was keen to get his revenge on Raghavan.
Raghavan is caught hiding in the jungle after he kills many of the commandos sent to capture him. Raghavan lures Manu into a cave and attacks him, but Manu manages to defend himself and defeats Raghavan in hand-to-hand combat.
Raghavan refuses to divulge the name of the person who ordered the assassination of the PM of India. Raghavan tells Manu that they both are different sides of the same coin and one cannot exist without the other. As he is about to be executed by hanging, his spirit goes into Manu Verma's body and starts to manipulate the cop into performing acts that Raghavan wanted to perform.
Raghavan's spirit kills Narang, while he is in police custody. Manu does emerge from Raghavan's spirit's shadows & is perhaps aware of not being in control of his actions but is not able to voice them properly to anyone, including his wife Supriya.
But gradually Raghavan's spirit takes more and more control of Manu's body. Raghavan's spirit is able to convince Mahadevan and then Neeta that he is stuck inside Manu's body. He vows to complete his mission to eliminate the Indian PM. He starts by eliminating the judge Balwant Chaudhry (Pramod Moutho) who sentenced Raghavan to death.
ACP Arjun Srivastava is Manu's deputy and is investigating all these deaths. Arjun was sent to Manu as a replacement for Pradhan. He finds the same footprints near the scenes of all crimes & is intrigued. Raghavan's spirit even sexually assaults Supriya. Manu admits his helplessness to Supriya, who believes him. Supriya takes Manu to meet her spiritual guru who identifies the soul inside Manu's body. He advises Manu that he can fight and expel the external soul on an eclipse, at which time it will be at its weakest.
Manu decides to take the fight to Raghavan and visits his house where Neeta and Mahadevan are staying. Neeta informs Manu (Thinking he is Raghavan), that she is pregnant. Arjun Srivastava and Supriya reach there at the same time. Arjun asks Manu to surrender himself. Mahadevan attacks Arjun who shoots Neeta by mistake, and she dies. Raghavan resurfaces in Manu's body & is devastated to find Neeta dead. He decides to sacrifice Supriya and her daughter to avenge Neeta's death.
Arjun arrives with Mahadevan and finds that Raghavan has occupied Manu's body & is threatening his family. Just then an eclipse strikes, and Manu fights back. He is able to eject Raghavan from his body, who goes into Mahadevan's body. Manu shoots Mahadevan and everyone thinks that's the end of Raghavan.
Eventually, Raghavan's spirit leaves Manu's body. Everything seems to be normal. Manu & his family go on vacation. Unfortunately, Raghavan's spirit is still alive inside Arjun's body
