An honest police officer (Amrish Puri) and his family give shelter to young Badal where he falls in love with Rani Mukherjee. Badal's aim remains to kill the treacherous police officer who had killed his parents and his loving sister. - Following the assassination of former Indian Prime Minister Indira Gandhi by her very own Sikh bodyguards, the police are put on high alert to arrest and apprehend the rest of the terrorists. As a result of this several innocent families were targeted, brutally interrogated, even killed. One such family was Raja's family, and one such Police Inspector who ordered the killings of this family was Jai Singh Rana. Raja vows to avenge their deaths, and burns Rana's image in his mind. Years later, Raja is no longer the naive village lad, he has joined the terrorists and has assisted them in robbing a bank. For awhile he is asked to go into hiding, and he does so in the household of Daroga Ranjeet Singh. After befriending the Singh family, he comes to know the whereabouts of Rana, and he finds out that he is none other than the D.I.G. of Police - and no one will be prepared to believe that such a responsible officer could have issued shoot-to-kill orders. As a child, he had witnessed his entire family, his loving father (Alok Nath), mother, and baby sister, murdered in a village massacre by ruthless and corrupt police officer Jaisingh Rana (Ashutosh Rana), who kills people for fun (in this case he massacres the village as he thinks the village has sheltered a terrorist. He burns the entire village when the villagers threaten to kill Jaisingh and his men if he decides to treat the villagers unjustly..). Badal is saved by the terrorist Jeet Ram (Ashish Vidyarthi) who was indeed hiding in the village..
Years later in 1999, Badal has become a dreaded terrorist whose main target in life is exacting revenge on Jaisingh Rana for his family's horrible death. His hideout is attacked by the police & JaiSingh killing many of Badal's colleagues. Badal escapes & meets Jeet Ram. Jeet Ram knows that Jaisingh has been appointed to provide security for minister Satyaprakash Shinde (Akash Khurana) security who is conducting a tour of the country and to appeal for peace. Jeet Ram knows that once the tour passes through Sundar Nagar, they will all relax, proving Badal a clear shot at JaiSingh while also killing many innocents and thus spreading terrorism in the country.
Rani (Rani Mukerji), a bubbly free spirit falls madly in love with him. It starts on the bus to SundarNagar when Badal beats up goons who misbehave with Rani. Badal goes to Sundar Nagar and meets a good-nature police officer, Ranjeet Singh (Amrish Puri), who takes Badal under his wing. Badal sees that Ranjeet in interested in reforming potential criminals rather than punishing them. He cares for people.. Ranjeet allows Badal to stay in his home as he is from Ranjeet's village. Ranjeet has 2 daughters Soni (Mayuri Kango) and Preeti (Sana Saeed).. One day Ranjeet asks Badal to drop Soni to college. Badal finds that 4 goons harass Soni daily. Soni doesn't trust Badal and asks him to leave. Badal enters the boys hostel at night and beats the 4 guys mercilessly. Soni knows that Badal did that to the guys and accepts him as her elder brother.
In a series of accidental meetings, Rani's love for Badal grows, but only one-sided. Meanwhile it is revealed that it is JaiSingh who is supplying arms and ammunition to the terrorists in exchange for money.. Badal tries to push Rani away, but it makes her even more obsessed. She tries to commit suicide convincing Badal that she love him.. Simran Singh (Neena Kulkarni), Ranjeet's wife, doesn't trust Badal, and on one occasion slaps him repeatedly when she mistakenly thinks that Badal hurt her daughters. But Badal was only planning a surprise party for their wedding anniversary. Ranjeet Singh's family eventually takes Badal in as a son (they think of him as their lost son, whom they lost many yrs ago) Through both Singh's family and Rani, Badal is given a new lease of life and comes to understand the values of sentiments, love, and relationships, all of which he has missed out on in his life.
Jeet Ram arrives in Sundar Nagar to provide explosives and arms to Badal. But Ranjeet happens to check his luggage during a routine search op and this leads to Jeet's arrest. JaiSingh comes to torture Jeet Ram, but Ranjeet stands up to JaiSingh and stops him from breaking Jeet's bones. Badal intervenes and rescues Jeet Ram from police custody. They are pursued by Ranjeet and his forces. Unable to run, Jeet Ram begs Badal to shoot him which he does. Meanwhile it is revealed that JaiSingh is working on the instructions of ISI to push more and more people towards terrorism in India.. While SatyaPrakash is working on his tour to deliver the message of peace and harmony and has success to getting terrorist to surrender to the Govt of India.
ISI messages JaiSingh to kill SatyaPrakash on Independence Day.. the ISI handlers in India (the same guys who betrayed Jeet Ram to JaiSingh), attack Badal at Ranjeet's house, while Ranjeet is busy planning Soni's wedding preps. Ranjeet and Badal team up to kill all the attackers. Ranjeet Singh finds out who Badal is and imprisons him in his house. But Simran listens to Badal's story and learns his past and his mission. She releases Badal. Badal attacks and eliminates all ISI handlers connected to Jeet and Jai Singh. He tells Ranjeet to stay away and attacks Jai Singh. Jai Singh has abducted Soni and thus Badal has no option but to stop. Ranjeet thinks Badal had abducted Soni. For Soni's safety, JaiSingh wants Badal to kill SatyaPrakash. Badal crafty attacks the independence day venue with an aim to distract JaiSingh and save SatyaPrakash. Jaisingh escapes with Satyaprakash in a car (with Soni in the luggage compartment), and aims to kills SatyaPrakash himself. Badal again attacks and saves Satyaprakash by throwing him off the car. The car rolls down the hill and Badal holds the car with his bare hands, allowing Soni to escape before the car crashes into the cliff below. Then he dodges bullets from JaiSingh to beat him mercilessly. Ranjeet arrives and asks Badal to surrender, which he does after killing Jai Singh.
